What is PMAY?

Pradhan Mantri Awas Yojana (PMAY) is the Government of India’s flagship “Housing for All” mission. It runs in two tracks:

  • PMAY-Urban (PMAY-U / PMAY-U 2.0) for cities and towns, implemented by the Ministry of Housing & Urban Affairs (MoHUA). The mission launched on June 25, 2015 and, for houses sanctioned up to March 31, 2022, the completion timeline is extended to December 31, 2025. PMAY-U 2.0: What changed in 2024–25?

MoHUA released new operational guidelines in Sept 2024 that reshape benefits and definitions for affordability. Highlights:

  • New verticals under PMAY-U 2.0:
    1. Beneficiary-Led Construction (BLC), 2) Affordable Housing in Partnership (AHP), 3) Affordable Rental Housing (ARH), 4) Interest Subsidy Scheme (ISS). PMAY-Urban
  • Affordability definition: Affordable house = carpet up to 60 sqm (metros) / 90 sqm (non-metros) with house value up to ₹45 lakh. PMAY-Urban
  • Eligibility income bands (Urban): EWS ≤ ₹3 lakh, LIG ≤ ₹6 lakh, MIG ≤ ₹9 lakh annual household income (self-declaration/affidavit). PMAY-Urban
  • Interest Subsidy Scheme (ISS) (replaces earlier CLSS timing rules): 4% interest subsidy on first ₹8 lakh of home loans up to ₹25 lakh for property value up to ₹35 lakh, loan tenure up to 12 years (min 5 years); actual subsidy capped at ₹1.80 lakh (NPV cap ₹1.50 lakh at 8.5% discount). PMAY-G (Rural): Snapshot & current drive

How to Apply (Urban) — Step by Step

Important: For new loans under PMAY-U 2.0 (ISS), you primarily apply through your bank/HFC (PLI). The PLI validates eligibility and claims subsidy via the Unified PMAY-U portal/CLAP. You can still use the PMAY-U MIS to track/apply where enabled by your State/ULB. Always follow your ULB/bank’s current instruction. PMAY-Urban+1pmayuclap.gov.in

  1. Check eligibility & documents
    Aadhaar, PAN, income proof (ITR/salary slips/business docs), self-declaration of income category (EWS/LIG/MIG), address proofs, property documents (when identified), photo. Women co-ownership recommended. PMAY-Urban+1

  • Eligibility identification is through SECC/Awaas+ verified lists.
